This makes it possible to determine both the employee’s affiliation with the branch of the Armed Forces, department or service, as well as his personal rank and position. Shoulder straps are used as the basis for shoulder insignia. The Ministry of Emergency Situations of Russia, being a paramilitary structure, also has its own uniform and insignia.

What is the uniform of the Ministry of Emergency Situations?

For employees of the Ministry of Emergency Situations, protective clothing is provided, which includes special shoes and equipment. Until 2006, this unified uniform had several versions and was issued to employees of the Ministry of Emergency Situations for experimental wear. In 2006, the Department of Logistics and Armament, together with the manufacturer, subjected a special set of employees of this department to modernization. In the production of workwear, membrane materials began to be used, due to which the uniform is not blown out, does not get wet, does not interfere with air circulation and retains heat for a long time. The introduction of new types of workwear occurred gradually, as old stocks were used up. The modern uniform of the Ministry of Emergency Situations was presented at the exhibition “Integrated Security” and represents 30 types of clothing suitable for various situations.

Types of form

Employees of the Ministry of Emergency Situations are equipped with special clothing, which can be:

  • Front door. This uniform is intended for combat and non-combat wear. It can be winter and summer.
  • Casual. The approved Rules for Wearing Uniforms and Clothing No. 364 dated July 3, 2008 allow the use of this uniform, like the dress uniform, in and out of formation.

What else is indicated in the Rules for Wearing Uniforms and Clothing?

According to the order of the Ministry of Emergency Situations of the Russian Federation of 2008 No. 364, depending on the ranks, insignia (plates and stars) are installed for employees, the basis for which are the shoulder straps of the Ministry of Emergency Situations. The ranks of the internal service in the Russian Federation are identical to the badges of police officers. The rules contain a detailed description of each element of the form. In addition, the document states at what distance from each other the insignia should be located and how they are sewn onto the shoulder straps of the Ministry of Emergency Situations.

What are shoulder straps?

Shoulder strap is a rectangular product with insignia located on it. These signs are:

Rank insignia can be located on the collar (buttonholes) or on the sleeves (sleeves).

It is easy for an inexperienced person to confuse shoulder straps with epaulettes. The difference between them is that the shoulder strap is a rectangular product and is sewn at one end to the shoulder seam, and at the other end it is fastened with a button to the collar. The epaulette is a circle with a fringe. Its fastening to the mold is carried out using a special valve and counter shoulder strap.

Where are they used?

Shoulder straps in many states are indicators of the rank, position, and official affiliation of the owner with law enforcement agencies, paramilitary forces, departments and organizations. Today, many government agencies, in addition to the Armed Forces, use shoulder straps: the Ministry of Emergency Situations, the Ministry of Internal Affairs, the prosecutor's office, the tax and environmental services. It is not difficult to remember the location of the decals. The ability to “read” shoulder straps will allow you to correctly address a serviceman.

Shoulder straps of the Ministry of Emergency Situations of Russia

The employees of this ministry are equipped with special clothing of the established standard. The summer and winter sets have the symbols of the Ministry of Emergency Situations of the Russian Federation. The shoulder straps of the Ministry of Emergency Situations for foremen and sergeants of the internal service are distinguished by the location of the insignia on their surface. Sergeants have shoulder straps with plate-strips located perpendicular to the longitudinal center line. The shoulder straps of the EMERCOM foremen are equipped with plates that stretch along the longitudinal center line. There are also metal emblems that are golden in color. The emblems are placed along the center line. Their distance from the button should be 0.5 cm.

What do cadet shoulder straps look like?

There are no insignia for enlisted personnel. The shoulder straps of the cadet of the Ministry of Emergency Situations are equipped with golden longitudinal braid along the edges. They stretch along two edges, with the exception of the upper and lower edges. The letter “K” is a mandatory attribute that cadet shoulder straps of the Ministry of Emergency Situations have. The photo below shows the design features of the shoulder straps of cadets of the Russian Ministry of Emergency Situations.

Where are shoulder straps worn?

For wearing shoulder straps, cadets are provided with winter and summer uniforms of the Ministry of Emergency Situations. Shoulder straps can be:

  • Sewn on. Used in winter uniforms: tunics (jackets), coats and jackets. These shoulder straps are a gray-blue field, along the edges of which there are golden longitudinal stripes.
  • Removable. Used in summer uniforms: jackets, shirts and blouses. In terms of its design, this type of shoulder strap is identical to the sewn one.

Junior command insignia

The shoulder straps of the sergeant of the Ministry of Emergency Situations are golden in color (regular). False shoulder straps are represented by products of a metallic shade. On the shoulder straps of sergeants of the Ministry of Emergency Situations, in accordance with the Rules for Wearing Uniforms and Clothing, there are golden plates (stripes).

For wearing shoulder straps, junior command personnel of the Ministry of Emergency Situations of the Russian Federation are provided with dress and field uniforms. A tunic and coat are considered ceremonial. Blue shoulder straps with speckled edging on the sides are sewn onto them. The dress shirt uses similar shoulder straps. They differ in that removable shoulder straps are sewn onto the shirt. In addition, they do not have a speckled edging. The field uniform for sergeants is provided with false shoulder straps in camouflage color.

Depending on the season, the uniform of a sergeant of the Ministry of Emergency Situations of the Russian Federation can be winter or summer.

How are shoulder straps sewn on?

The form must always be impeccable and comply with all requirements of the charter. When bringing uniforms into proper shape, special attention should be paid to sewing on shoulder straps. Despite the fact that the Ministry of Emergency Situations is considered a non-military structure, in this department, as well as in the army, the shoulder straps of the Ministry of Emergency Situations are of great importance. How to sew them to a jacket? This question is often encountered when it is necessary to equip outerwear with insignia.

The process of sewing on shoulder straps is simple. This work will require the necessary materials and knowledge. Having the necessary tools and step-by-step implementation guarantees an impeccable result.

What tools will you need?

  • Ruler.
  • Needles with a thimble. The presence of a thimble will protect your fingers from being injured by a needle.
  • A thread. It must be durable and match the color of the edging.
  • Pliers or tweezers. These devices are useful when pulling a needle with colored thread from a shoulder strap.

Completing of the work

The procedure for sewing shoulder straps consists of several stages:

  • Preparation of shoulder straps. The work consists of attaching insignia (stars, stripes) to an unsewn shoulder strap. When it is already sewn on, this procedure becomes more complicated.
  • The location of the shoulder strap on the uniform. It must be placed in such a way that its side away from the button rests against the seam connecting the shoulder to the sleeve in the tunic. The top edge of the shoulder strap should overlap the seam running along the shoulder by 10 mm. Thus, it is very important to shift the shoulder strap forward by 10 mm.
  • Attaching the shoulder strap to the jacket. This procedure can be completely performed using a thread of a different color (at the end of the work it is easy to remove). The shoulder strap is attached in three places: in the corners, at the point of contact with the sleeve seam and in the center. Pins can also be used for temporary fastening. This will prevent possible displacement of the shoulder strap on the jacket.
  • Sewing on shoulder straps. The work is done along its perimeter using stitches. This stage of work should be performed very carefully, so that barely noticeable points from piercing with a needle and thread are visible on top of the shoulder strap. The thread itself must pass from the inside out. In this case, it will not be visible, even if it is a different color than the shoulder strap itself. Each stitch must have an optimal length, which is 10 mm. To make the process easier, it is recommended to place the shoulder straps on the jacket so that their lower parts correspond to the seams with which the sleeves are sewn. This will make it possible to insert the needle into existing seam holes. Sewing should be carried out along the line of connection between the edging and its main part.

You can quickly cope with this work if the jacket is prepared in advance. It is recommended to use a thimble during the process itself, even if it works well without one. Those who have extensive experience in this matter note that it is difficult for a sewing needle to pass through shoulder straps. This situation can be corrected using pliers or tweezers. These tools can be used to push a needle through, like a thimble, or, by grabbing one of its edges, pull it through the shoulder strap. Using this technology, shoulder straps of various structures are sewn on: by police officers, the Federal Penitentiary Service, the Air Force and the Ministry of Emergency Situations. Shoulder straps are removed only from summer uniforms. The winter version does not provide for this, since shoulder straps are sewn onto the jacket, which are not removable.

How to sew shoulder straps to a uniform shirt?

Before you put on a shirt in the summer, you need to prepare it. A uniform is considered ready to wear if shoulder straps corresponding to the rank are sewn onto it. This procedure is not difficult to cope with. The work of sewing shoulder straps should be done carefully and consistently. The process consists of the following steps:

  • Uniform summer shirts are equipped with belt loops and loops intended for fastening shoulder straps and buttons. There are belt loops and loops on the shoulders. Buttons are attached using loops, and removable shoulder straps are attached using belt loops. Each shoulder strap comes with one button. Using it, as well as one regular button, you can create a removable design that allows you to quickly remove insignia from your shirt if necessary.
  • Fasten the button from the kit above the shoulder strap. A regular button purchased outside the kit is located underneath. Both buttons are sewn to the shoulder strap.
  • Using a thick strip of fabric located under the shoulder strap, secure it to the shirt. This is done by threading this strip into special loops.

The principle of operation of this removable structure is carried out using a large running button, included in the kit, and a regular button purchased in a store. These buttons, when fastened and unfastened, allow you to quickly attach the shoulder strap, and, if necessary, also quickly remove it. In this case, some difficulties may arise during removal. The reason is that the loop for the bottom button is too narrow. This shortcoming is corrected by expanding this loop. As a result, the button will fit into the buttonhole freely. The work is considered well done if there are no jams during removal, and also if the removable shoulder strap does not loosen.

Each employee of the Russian Ministry of Emergency Situations is equipped with two sets of uniforms, which are used depending on the time of year. One of the requirements of the Wear Rules of 2006 is the mandatory presence of insignia on the uniform worn. Therefore, every employee of the Ministry of Internal Affairs, the Armed Forces, the Ministry of Emergency Situations, and other paramilitary forces must be able to sew shoulder straps onto their uniform.

Special ranks of employees of the Federal Border Guard Service of the Ministry of Emergency Situations of the Russian Federation

The very first rank that is assigned to an employee is a private in the internal service; the right to assign ranks has the Minister of the Ministry of Emergency Situations of Russia, or the head of the unit in which the employee serves, while the head of the unit is also granted this right by the Minister.

The employee receives “clean” shoulder straps, only with the symbols of the Ministry of Emergency Situations.

Please note that in educational institutions you can see students with the letter K on their shoulder straps; these are cadets. To the Question: cadet is a rank or position, correct answer, position.

The ranks of junior commanding officers are assigned on the same principle as for ordinary commanding officers.

Divided in ascending order:

  • Junior Sergeant of Internal Service
  • Internal Service Sergeant
  • Senior Sergeant of Internal Service
  • Foreman of internal service
  • Ensign of internal service
  • Senior Warrant Officer of Internal Service

These titles are awarded to master firefighters, senior fire truck driving instructors, senior gas and smoke protection service masters, and senior fire instructors. (firefighters, department commanders, drivers, assistant guard chiefs). These titles are also assigned to personnel who do not take part in extinguishing fires, junior inspectors of the State Fire Department, junior personnel inspectors, junior employees of the financial and economic department, and others.

Length of service in special ranks

The following periods of service in the special ranks of private and junior command personnel are established:

  • in the rank of private in internal service - 1 year;
  • in the rank of junior sergeant of internal service - 1 year;
  • with the rank of internal service sergeant - 2 years;
  • in the rank of senior sergeant of internal service - 3 years;
  • in the rank of warrant officer of the internal service - 5 years;
  • in the rank of senior warrant officer of the internal service - not established.

The length of service in the rank of sergeant major of the internal service and senior warrant officer of the internal service is not established.

The first special ranks of middle and senior commanding staff of bodies and units for emergency situations are awarded by the Minister.

Divided in ascending order:

  • Junior lieutenant of internal service
  • Lieutenant of internal service
  • Senior lieutenant of internal service
  • Captain of the Internal Service

An employee can receive the rank of junior lieutenant of the internal service by studying at an educational institution of the Ministry of Emergency Situations in the 5th year with a degree in Fire Safety Engineer, and this rank is also awarded in departments. Employees with these ranks occupy the positions of senior engineers, shift leaders (guard chiefs), GPP inspectors, OSIP inspectors and others.

***Example: an employee has been working as a guard chief for 6 years, starting with the position of lieutenant of the internal service after an educational institution, the maximum rank established for this position is senior lieutenant of the internal service, accordingly, according to the term, it is high time for the employee to receive the rank of captain of the internal service, but the position is occupied does not allow them to do this.

Special ranks in the Federal Guard Service of the Ministry of Emergency Situations of the Russian Federation are appointed based on length of service. Upon initial entry into the federal service, a citizen is assigned the first special rank- Private of the internal service. Total line special ranks in the Ministry of Emergency Situations includes several composition categories:

  • Rank and file (private);
  • Junior officers (lieutenants);
  • Average composition (officers);
  • Senior ranks (major, lieutenant colonel);
  • Senior management, including the general staff.

The classification is equivalent to that used in internal organs or in the military field. Upon admission to a primary special position, an employee is awarded the rank of private, and he also receives a uniform and shoulder straps on which there are no identifiers (except for the designation of the Federal Guard Service of the Ministry of Emergency Situations). This title is also issued upon admission to specialized educational institutions where students have the position of cadets. After the private, the rank of junior service sergeant is assigned, which refers to the junior command staff.

The order of assignment of ranks in the Ministry of Emergency Situations

The appointment of ranks in the state fire service is sequential, except in cases described by law (for example, some categories of all-Russian merit). Current legislation describes the time required to serve in a particular rank. This procedure is mandatory - upon reaching a certain period, the rank is considered elevated. Below is a list of junior commanding officers, by which you can determine the length of service for promotion to a special rank:

  • Private - service period is one year;
  • Junior sergeant - term of service is one year;
  • Sergeant of the Federal Border Guard Service of the Ministry of Emergency Situations of the Russian Federation - length of service is two years;
  • Senior sergeant - length of service is three years;
  • Foreman - the exact period is not established;
  • Ensign of the Federal Border Guard Service of the Ministry of Emergency Situations of Russia - service life is five calendar years;
  • Senior warrant officer - length of service is not established.

Please note that the highest ranks in the fire service of the Russian Ministry of Emergency Situations are appointed exclusively by the President of the country. The remaining ranks from the category of middle and junior commanding personnel are appointed in the current order according to established standards by authorized heads of departments at the place of service. In some cases, this is authorized to be done by the department of the federal fire safety service of the region.

The order of appointment of a special rank in middle and senior management:

  • Junior lieutenant - term of service one year;
  • Lieutenant of service - length of service is two years;
  • Senior lieutenant and serving with the rank of captain - three years of service each;
  • Major - term of service is four years;
  • Lieutenant Colonel - five years of service.

For colonels and general officers, the length of service for the next promotion is not established and is formed on the basis of personal achievements and orders from higher authorities, including the head of the Ministry of Defense and the President of the country.

If a citizen enters the relevant service for the first time in a federal firefighting agency, then he can receive the rank that he replaces in the service. However, current legislation limits it to the level of lieutenant colonel (this norm is in force on the basis of Article 45 141-FZ (see)).

Special ranks in the Federal Fire Service of the Ministry of Emergency Situations of the Russian Federation are assigned without an expiration date until promotion or dismissal from the federal fire service. If a citizen resigns, then his title is actually retained with the additional prefix “retired.” The law also establishes that a citizen can be immediately demoted for violating the law (including by awarding a criminal record or imposing a strict disciplinary punishment).

In what cases can a title in the Russian Ministry of Emergency Situations be awarded ahead of schedule?

In some cases it may be awarded an extraordinary title for special services to the Motherland or successful completion of a given task. Early ranks must correspond to the level of the position being filled and not exceed them.

The provision of the law allows promotion in rank through one step even of those who have served the entire required period in one position and are soon expected to be promoted. If management takes into account the employee’s services to the Motherland, he may assign a rank one step higher if it does not exceed the position of the position being filled.

Reasons for stopping the process of assigning the next rank to employees of the Ministry of Emergency Situations

The process of assigning a special priority ranks of employees of the Ministry of Emergency Situations may be stopped for a number of the following reasons:

  • If an employee is appointed as a deputy of a local council, the State Duma or another state authority, as well as when appointed as the head of the administration of a city or region (this norm is described by Article 37 141-FZ, part one, paragraph four);
  • Physical disappearance of an employee from his place of service for unknown reasons (including desertion);
  • Criminal or administrative prosecution of an employee, including the imposition of a real term of serving a sentence (the condition remains until the prosecution is completely stopped or pardoned);
  • Multiple violations of discipline by an employee (the norms are described in Article 49 141-FZ), including the prescription of a reprimand, a severe reprimand, and failure to comply with service requirements.

In cases where an employee regains the right to obtaining a title in the Ministry of Emergency Situations, it is appointed one day after the expiration of the statutory period of service in the current rank. This also applies to cases of rehabilitation of citizens after criminal prosecution.

Note: the assignment of subsequent ranks must fully correspond to the level of the position held. For example, if the employee is a guard chief, then the maximum rank for a particular position is first lieutenant. Even if he has served for more than five to six years, he will not be able to receive the rank of captain or higher.
